HALF AND HALF
Hello again my lively, lackadaisical lackeys! Let me illuminate your thinking-machines and point out a fantastical thing or two.
Firstly, let us be clear on the slightest of slight differences between half-characters and fully-playable characters. We understand that not everyone wants their well-thought-out, beautifully-written character to die in every Game-- that would be cruel, and the Capitol is anything but. As such, we now offer half-characters, characters who will fill empty spaces in our Reaping this year. You can also use them as relatives or friends: characters you would like played but don't need very often.
The main restriction on half-characters is that you cannot post with them unless they are expressly required in a thread. For example, a District 5 fully-played tribute might want to talk with their fellow tribute on the train. They will let the person who plays the half-character tribute know that the thread is there, and the half-character will hopefully oblige them. You can open a thread with them, but not unless there's already a clear idea of why that character is in the scene-- a basic storyline or cast list should have already been devised.
NPCs are, in many respects, less and more restricted than half-characters. They have the smallest bio form, anyone can role-play them, and they are never allowed to begin a thread. They are generally used to pick up a slow-moving thread, or as a way to role-play with someone who's started a thread if you don't have a character in their area.
Remember, NPCs must still be accepted and added to the list before anyone can role-play them. It's only common sense to say that our precious purveyors or role-playing relief cannot be in more than one thread at once, and just to keep things tidy, don't forget to post in the NPC thread, once your thread is done, to update the character's history if anything has changed, and just to link the thread even if it hasn't.
